ORDER

The Commission treats the Secretary's "Notice to Withdraw Citation" as a motion
to withdraw the citation in this case and grants the motion.

SECRETARY'S NOTICE TO WITHDRAW CITATION

This case is before the Commission upon the direction for review which granted
respondent's petition filed on May 15, 1984. A briefing notice was issued by the
Commission on September 7, 1984.

Upon further review of this case, the Secretary has determined that continued litigation
at this time is not warranted. Accordingly, the Secretary hereby withdraws the citation in
this case.
